EL Identification Process

All North Carolina public schools must identify potential English Learners (ELs). During enrollment, parents complete a Home Language Survey (HLS). If a language other than English is noted, a school representative may reach out to clarify the information. This helps determine if the student needs to be assessed for English proficiency. If the student is transferring from another school, previous assessment results can be used to confirm their EL status.

North Carolina uses WIDA Screener scores across two or more language domains—listening, speaking, reading, and writing—to identify a student as a Multilingual Learner (ML). The school decides whether the student requires EL services based on these criteria. The Newcomer Registration Center staff or the school's ESL teacher will inform parents about this process. If a student is screened, parents receive a notification letter with the screening results.

 

What Does the Newcomer Registration Center Provide to Schools?

The Newcomer Registration Center provides schools with a folder containing essential registration forms and information, including:

  • English Learner Support Selection document with initial WIDA Screener/ML Assessment data and ML designation

  • Student information form

  • Copy of the Home Language Survey

  • Immunization records

  • Parent release forms (internet, photo, medical)

  • Transcripts provided by the parents, if available

  • Any other educational documents or information supplied by the family

Documents Needed for Registration:

  1. Parent ID

  2. Legal custody documents (if the student does not live with parents)

  3. Proof of address (one of the following):

    • A deed to a home or a current apartment lease with a Forsyth County address, along with evidence such as a utility bill

    • A voter registration card with a Forsyth County address

    • A driver's license with a Forsyth County address

    • Income tax forms listing a Forsyth County address

    • Bank statements, insurance policies, or employer documents showing a Forsyth County address

    • Documentation of receiving public assistance in Forsyth County
