Two district leaders have taken on new roles this month. Dr. Effie McMillian has become the district’s chief of staff and strategic planning. Alexis McCoy has been appointed the WS/FCS athletic director, the first-ever woman to hold that position.
McMillian has 27 years of experience in K-12 education. She is an author and educator who began her teaching career in Guilford County Schools in 1998 as an elementary teacher. McMillian served 13 years in the classroom. She joined WS/FCS in 2019 and has served as the district’s chief officer of equity, access, and acceleration.
She holds a Bachelor of Science in Elementary Education from North Carolina A&T State University, an M.S.A. from UNC-Greensboro, and an Ed.D. in Educational Leadership from High Point University, where she was also recognized as the Dr. James Surratt Outstanding School of Education Doctoral Student.
The role of chief of staff and strategic planning is part of a central office reorganization. McMillian will oversee the Choice and Magnet, Family and Community Engagement, and Accountability and Research departments, the district strategic plan, and the residential rezoning project. In this new position, McMillian will continue to focus on creating access and opportunities for all students, now by helping to align the district’s goals, coordinate cross-functional priorities, and support executive leadership in aligning resources and initiatives to improve outcomes.
McCoy joined WS/FCS in 2005 as the assistant athletic director at Reagan High School. She later became the athletic director at the school, a position she held for a decade before joining the central office team as the district’s assistant athletic director.
McCoy has extensive coaching experience on local youth teams and has also served as a summer school teacher and tutor. She has a Bachelor of Science in Mathematics with a minor in education from Gardner Webb University.
